Purchase

POST /api/credits/purchase creates a Stripe Checkout Session when Stripe is configured.

Allocate

POST /api/credits/allocate is admin-gated and keeps payout rows pending review.

Abuse controls

Credit allocations remain payout-pending until listener auth, suspicious-pattern checks, and monthly pool reconciliation are live.
